Here is an idea that may be workable if the car is good running condition --- research local custom shops that can do a pre purchase inspection. After picking a reputable shop, arrange for the current owner to deliver the car to the shop for the pre purchase inspection. Pay the shop their fee, review their detailed report, and decide whether you still have interest. I have used this approach several times and it saved me a lot of grief and clarified actual condition of vehicles I desired - that were located far from my home. Good luck with whatever you decide.
