In decades of being around frame machines, nobody ever drilled holes like those in the rockers; we'd use a clamp or drill one big hole in a crushed rocker.
Generally you'd be working damage behind the rocker, and replacing everything that was crushed.
I'd look carefully at the fender apron & rail area, the rad support, hinge pillar, and panel fit all the way back to door/quarter.
But it could have had a fender-bender and nothing major.

Like was said above, the hole provisions are there for AAR’s that got side exhaust.
