Those look like the rubber plugs used to plug the non ac heater box stud holes on an AC B body.

As for the rubber bumpers on radiator supports, on early B and/or C bodies they did use small rubber bumpers similar to these. I have a sample and pictures somewhere. Given to me by a customer at Carlisle. He actually brought the while radiator support to show me.
