Turns out my leakdown tester is fine. One other cylinder I checked has ~75% leakdown, mostly through the exhaust, but some through the crankcase as well.

I'll call the local guy and see what a set of valve jobs would cost. If those other heads are just stock, and I only need to replace one valve, I may get out of this for not too much.
