Your pressure #'s sound adequate & the fact that it was flat in 1st & 2nd(w well over 5.5psi) tells me the problem is elsewhere. EDIT I reread your post & did you mean the eng response was flat or the psi decline was flat(as in not dropping much)? Your #'s are good.
