The areas around the valve guide you pointed out, will disturb the flow very little, in my experience. In fact I have seen move harm done taking too much out around the valve guides. Air hates the port to get bigger and then smaller. A port is a complicated shape, and it is hard to tell sometimes if that is what you are doing when porting.

What I would want to see is flow test numbers before the work and then numbers after the work, percentage of flow intake compared to exhaust, and some velocity numbers. Those things are what I use to determine a decent job. On the flakes, what was the understanding on who was going to assemble the heads? No they are not ready to assemble without cleaning, and maybe touching them with a sanding roll. So was the work was a combination of CNC with somebody finishing it with hand tools?
What few heads I do for other people are done by hand, and I tell them up front if you want pretty, go somewhere else. I give them the numbers mentioned above.
