How about leased cars? Customs doesn't seize ocean liners even when smugglers are coming across on them, likely for similar reasons.


They avoid trying to confiscate leased vehicles, for same reasons i mentioned, but they will still impound and separate the car from the violator/driver.


Reality check, that half the population is smarter then 50% of the people and it's a constantly contested fact.
