I guess they can be ordered on a Police Package. Ours don't have them, and we get lots of rain in Florida and never an issue. I don't think I'd want anything quieting my engine. I'd rather hear what's going on. And as I mentioned earlier, I'd much rather not have anything more holding heat, especially on a Police car. But again, preference.
The water on the intake manifold issue is on the 2004 to 2006 era Durangos, because the engine is set under the cowl so much.
The rainwater runs down off the windshield and cowl and runs right down on the engine.
