I'm going to say that they probably introduced those paper in the trunk after 2008 or later.
I've never seen or heard of one in a early car, yours is the first I've heard of them.
My mother bought one of the first V8 1664 Dart made in the early spring (late January or early February) of 1964 in Palm Springs, CA, it didn't have that paper in the trunk, window sticker only
My 1998 1/2 Ram 2500 CTD didn't have one either, same thing on the last new 2006 4x4 Dodge truck Ram 3500 single wheel crew cab didn't have that paper in it that I could find also
