What is this all about? Half ass fix, probably a dealers way of doing it cheaply then billing dodge for the correct fix. I would contact Dodge directly and get the correct scoop. It really doesn't work that way. The manufacturer specifies the remedy and the NHTSA approves it. You don't want to get caught halfassing a safety recall. The liabilities could be tremendous.
