i'm going to guess here, but i think the only difference is the 68 has a round marker light, while the 69 has a rectangular reflector. correct me if i am wrong please.
Beside the marker light, the 69 fender also has the hood adjuster and bracket attached, where that is attached to the unibody in a 68. The headlight bezel mounting is different too. Yes, a 69 fender can be converted, but there are several changes to be made.
