They harden up and quit wiping the oil off of the stems is what my customers told me
I had a set do that to me, oil running down the exhaust valve stems into the ports
The new viton seals have a steel body with soft rubber, maybe viton on the inside of the body to retain the seal on the guides, they work way better than those earlier Teflon ones like your picture shows
