I think the current "race car rules" identification starts at quicker than 11.49 in the 1/4 mile, I don't remember the 1/8 mile times
That link was dated in 2012, long before the 11.49 rule was adjusted down from 11.99 ET and quicker ET for roll bars and shoulder harnesses.
