those are the tags dealers sometimes placed on cars after doing bulletin repairs. they were meant to make it easier to identify repaired cars so duplicate work wasn't done.
they were SUPPOSED to place these tags on ALL cars after doing bulletin repair work. but a lot of dealer techs were to lazy to put them on.
