So every 700+ page memo in the future from EPA needs to be reviewed with a fine tooth comb to try and find this one two sentence paragraph. Why doesn't Congress just pass a law and end the BS once and far all? I agree, it ain't exactly over yet, they never admitted over stepping or slyly redefining their original authority.
