If a piston is at TDC or BDC and rusted it will be your greatest opponent. The crank itself is at it's least point of leverage.

I'd pull the pan and see. Soak with a penetrating solvent as mentioned. Personally, I'd just pull the heads and assess the ridge at the top of the bores. If it's enough to catch a fingernail on.......the pistons aren't worth saving. Unbolt the rod/piston and knock them out the top one at a time. At some point the crank will then turn.
