I,m not an expert and have only built a few transmissions but I do have the ASTG manual that covers the 47RH and a diagnostic manual for a 46RH which states. "Shifts delayed or erratic"

Low fluid,
Throttle linkage adjustment or binding,
Gearshift linkage,
Plugged filter,
Air in fluid due to overfill or air leakage into pump suction passages,
Clutch or servo problem,
Front band out of adjustment(may cause harsh 1-2 shift)

Does yours have the plastic accumulator they can causing problems.

This may help you get some thing eliminated.
