I have never seen fins wrap around the face like that before, not saying it isn't so as it obviously is, but I have never seen it. Only fix I can think of is different drums or a spacer.
The wheels are OK, were checked for damage by pros recently. Way to much of the weights is due the improper machine used for balancing with intension not to place the weights on the outside of the wheel. Will take it to other place for new balancing next spring.
