X2 on welding a washer on. It'd cost a bit plus the trips to the welder but trust me it's well worth it & if you try to get it out any other way you will regret it. I'm assuming you are going with OE type LCA bushings (recommended) rather than poly so yes the can outer shell does have to come out as it is part of the new bushing
