Double check the position of the white/black wire running from the light into the bulkhead connector, and make sure it's located in the proper cavity. If the dash reverse light illuminates, you know it's grounding, so the problem is in the wire which feeds power to the light. This setup was removed from a '76 Duster 4-speed car:
