I may be wrong on this, but in Canada I seem to recall that Chrysler didn't install cats 'till a few years later than the US due to our different pollution laws. Don't know the specifics, just recall hearing that at the time.
Maybe this could have had an effect on which engines had duals or not (?), but again I don't really know for sure, as I wouldn't consider myself an expert on these cars.
