5 pin ECU/4 terminal (dual) ballast or 4 pin ECU/2 terminal (single) ballast? I'd check for a loose/poor connection in the ign2 "crank" side from the key out to the ballast/coil and to the ECU (2 pins should be hot on a 5 pin ECU in crank). You can pull the yellow "ign" wire off of the starter relay to disable the starter during your tests to eliminate the noise distraction/running the batt down.
