My usual route for 'econo-elastomerics' on a Challenger is to strip a set of chrome bumpers, weld in studs where the bumper bolts go (you can just grind the head off a bumper bolt and MIG to your heart's content), then finish & paint the bumper in the usual way.

While not as thick as the regular elastomerics, if you put the blackout in the right places it will look pretty authentic.

And not nearly as cheesy as just painting over the bumper, bolts, bumperettes and all....
