When you say it "has fuel", do you mean fuel in the tank, or fuel pressure at the injectors? It sounds like you may have an electrical problem that is causing a no-power issue with your fuel pump, or maybe with the entire power distribution center where the pump relay is located. I had the fuel pump go out on my '98 Neon about a year ago, and did all the troubleshooting (from my Haynes manual) first to make sure I really had to drop the tank and replace the pump. You should be able to hear the pump running for a few seconds when you first turn the key to the "on" position. You can hear it from the drivers seat if it's quiet out, or if you have your head down by the rear wheels you can hear it if you have a helper turn the key on. That would be a starting point - if the pump doesn't run for a few seconds when you first turn the key on, the car isn't going to start. If the pump isn't running, check for power at the relay and go from there.
