I built a 431 about 15 years ago, and it's plenty of engine, runs great to this day, but high-10s/low 11s and street use in summer is a little hard to get out of a 431 in a B Body. Reliable and street, absolutely! A hot cam and exhaust will help speed but hurt street and reliability.

I'd seriously consider going one way or the other, i.e. all out strip and shoot for 10s, or build up a killer street machine with good sound, reliability and ease of maintainance, while still being faster than 98% of all cars on the street, but no where near 10 second 1/4 mile times.
