a collapsed lifter that isn't opening the exhaust valve fully, would act the same as a fully functional lifter on a wiped lobe that isn't opening the valve fully.

could be either one at this point, but if you pushed down on the pushrod to keep tension on it, and could feel the lobe of the cam moving the lifter up and down, the cam just might be ok.
