look for greese around the shaft and clutch.

see if it will wobble with hands at 9 and 3 while its bolted up.

FSM said replace with a known good one

as far as them spining,it will vary by temps..some times it will spin a few times when shut down,sometimes it stops right away

some times spins ez by hand some times has a drag to it by hand when cold.
