I have a 67 GTX and it has a regular non woodgrain wheel and the 66 has the same style red plastic wheel, with the crome horn ring ....i can't see how the 66 is removed

Either there are some screws on the back side (closer to dash) or the round chrome ring is the type that you rotate it CCW to unlock it (go slowly/dont force anything ). I have no actual experience with that exact one so this is more of a BTT

Remove the center pad , it twists off, then look for 3 phillips head screws in the horn ring , remove them , then there might be 3 more on the horn switch if the horn switch doesn't come off with the horn ring, after you get the horn switch off remove the center nut and use a steering wheel puller/ harmonic balancer puller .
