If the cover is NOT OFF, there should be no fluid visable. It s a sealed unit. Nothing in or out.
With the cover off it is normal to see a stream of fluid shooting up when the pedal is pressed.

Your brake system needs to be completely sealed to work properly. If its not you need to repair any and ALL leaks of brake fluid

Nope no leaks with the cap on.

but, this is a new reman master, bench blead master, most new parts, blead brakes twice, and get no air. Brakes are real soft, peedle goes right to the floor with car running.

I rebleed the master and the brakes felt great...rock hard, I then bleed the brakes again, and now I am back where I started...do I need to bleed the brakes once I bleed the master???

Could my powere booster be bad...the brakes are worse with the engine running.
