With out the real vin number it is not possible, to do it legally.

what about having the state police come out,cant they issue a vin for a car and riviet it on.i thought i have heard this done before?keep in mind i am in michigan.just want to try and help this guy out.

I had the local police come out to do a inspection for a new title... but I had a vin... cant hurt to have him make a call

Every state is different and some ( Minnesota ) make you jump through flaming hoops with anchors attached to your ankles. I'd hit up the DOT website for the state in question first. Get as much information as you can there. Then take it to the phones. Be intentionally vague until it is time to give them money and get paperwork. The only time I have ever gotten over on them was when I licensed a 2002 Husqvarna TE 410. A purpose built enduro bike I had the MSO in hand and took it to a small town license bureau ......... I was instructed to " hit them around lunch time and look for the blond " It worked like a charm. I have been way less fortunate with cars.

It might not be illegal if the car has been crushed. If the car does not exist anymore, then the new car becomes the old car. I have never done something like this before. But i was just offering a suggestion.

To get a car inspected, the officer has a book that he can reference locations of serial numbers on the body. This will not work in your situation without a vehicle tag or title. There must be a way as I have seen State of Michigan replacement vehicle i d stickers similar to the ones used on dashes. I've got a picture of it but don't know how I would transfer it on to this site. Anyway the tag is red . say's [ vehicle identification ] Replacement 1234567890 control # 09876543 State of Michigan. Retag ? maybe, I don't know . Call the dmv and ask questions. Unless the car has been made into a tube chassis car , there are id numbers on different parts of the body. Maybe you could find them and apply for a lost title using those numbers. One final note, the car isn't stolen is it?

Sure I have a title and vin to this e-body hemi conv and let me find a six banger to put it on and then I can sell to someone as a real deal and make a mint....

I see the problem. And im a honest person. I would never do that, and it never occured to me that someone else would. I have a clean conscience, hopefully you do as well. I mean no ill will to anyone.

But now , we are talking fraud.........not motor vehicle codes. I don't see a problem when it is done to get plates so a car can be used in the manner in which God intended when you weren't drag racing it.

Registering a home built trailer is easy but as soon as you add a engine things change... its just a matter of having it inspected, if there are certain sheet metal parts still on the car the numbers are there... when I had my truck re-titled they checked all the workings like lights, brakes and park brake... and if it looked safe

If you go the " home built " route , bring a wheel barrow full of receipts. I went through this with a trailer I built. I brought in pictures and they asked me how much I would estimate it's value at. They then attempted to tax me on this amount. I produced receipts for the metal , spindles - calipers etc. , sandblasting and painting and put an end to this nonsense. ( it was a two axle car trailer with disc surge brakes using full size G.M. stuff on un sprung axles ) They took the view that it was the same as buying a vehicle or trailer and wanted their cut. They did keep the receipts , so have copies if you plan on writing any of the deal off as an expense of any type. Another horror story.........my Dart. I bought it on line from an individual ( I'm being kind here ) from Alabama , where you can sell a vehicle on a hand written bill of sale if it is over a certain age. I had it shipped to my home in Minnesota and discovered the hand written bill of sale in the back seat.........on a torn up piece of paper and in pencil. Knowing this wouldn't fly , I went through one of those title companies that advertise in Hemmings Motor News to get me a title from another state that I could then transfer to Minnesota. I have a Brother who lives in Colorado , and they did issue titles for that state. Slam dunk..........right ? Almost. When I tried to transfer it here in Mn. , it went great at the counter. But weeks later , I get a notice from the DMV that the car needs to be inspected. Still no problem........the inspection station is two blocks from my house. They inspect it and see that the VIN matches the title and forward their info to the powers that be. Who weeks later decide that I will need to get out my wallet once again and have a bonded title issued in case there are any claims or liens that come up against the title or vehicle. In hind sight , I should have simply allowed the vehicle to sit for a month and tried for a mechanic's lien on it and gotten a title that way. With a VIN , that may be the simplest way to go.
