How do you replicate the dried up bubbly sheit in the stiffening ribs in the trunk and floor boards ?

Wasn't that the pooled up dip primer getting baked? If so,...how to replicate?

if thats the case. could you fill the area with primer / paint then heat it from below with a heat gun to acceive a similar effect ?
