Just curious.

I did the hood of my 68 D100 last year which had some surface rust with light pitting. I used the POR treatment of metal ready, soaked for 30mins, then tons of water to nuetralize.

I see people using Ospho, Rust Bullet, zero rust, etc.

What should you do when you have rust that isnt bad enough to cut out like my hood was?

I'll be doing some paint work this year, and Im sure things have changed and advance since I paint my Challenger 8 years ago.....

turned out ok for an outside repaint but needs a wet sand and a few more coats of clear.....

The por metal ready, ospho, etc is all just a phosphoric acid based cleaner that chemically neutralizes rust. Good to use on bare metal before laying down your primer. Any rust not bad enough to cut out, I hit with the wire wheel on my angle grinder, then clean with the metal prep liquid, then clean that off with laquer thinner.

Rust bullet and por-15 are more like stop gap measures you use to cover over top of rust to slow it from spreading. But it is always preferable to remove the rust and put down a proper epoxy primer instead.
