They are all in the NHRA and IHRA rule book that comes with your membership. Which specific one is unclear to you? There are some things hard to find or class dependant.

There are some generalized guidlines (tables) on various web sites for specific tracks. But again, class dependant, fuel/nitrous, etc.

Start at NHRA.com, and click on the "Competition" tab, then the various sub catagories,
"ET Quick Reference", "Licensing and Physical", "Buy a rule book", etc.

Another example before you study the book, from Cayuga Raceway (IHRA) 2010 Safety Requirements Quick Reference:

As far as the licence and the mandatory medical exam do you know what the word Proctologis means Be ready for the fickled finger of faith exam

I have always felt it is a waste to go thru all that when it doesn't change the bracket you can enter or the money you can win (except if you want to run S/G). I can run S/P or Pro anytime running mid-10's with a 6-point roll bar, no window net, clown pants, fighter pilot physical exam, or cha$$is certification.

But there are others who feel they have a better chance against the pipe racks running a quicker door car, one guy I know went out and bought a chassis car just to pick up .0005 in consistency.....
