I have a set of Eddy RB RPMs. I bought them with just the valves/springs installed. I have purchased the rocker shafts, billet holddowns with ARP's, and the billet roller rockers from 440Source and some assortment of shims. (Shims I have are .650" , .015" , .200")

What is the geometry I am looking for in relation to the bearing and the valve tip. Does it need to be centered on the valve tip or offset slightly? If offset does that make the valve spin? If it is infact offset, which way do I offset the rocker? to the outside towards the pedestals or towards the center between the valve stems?

What is the tolerance between the rockers (with installed shims and spacers) to allow for expansion / contraction, and oil to pass through?

you want the rocker dead center over the valve stem front to back and side to side with about .015" per pair side clearance.
