somehow, it's grounding itself when you turn the wheel-

Easiest thing to do first is a visual. Remove the turn signal switch harness cover from the steering column. Look for crimped/pinched wire (the black one is for the horn), and cracked or deteriorated insulation. If you don't see anything, disconnect the turn signal switch, connect an ohm meter to pin 4 (the black wire) and ground. Look for a short (0 ohms) (or listen for the beep, depending on what type of meter you has access to) while turning the wheel. That's an easier check than yanking the wheel off again.

also, on the turnsignal switch, there is a small column with a roller wheel that touches the brass[copper] ring on the bottom of the wheel. this is the ground for the horn switch. inspect the column base closely for cracks. i have replaced many of these that were cracked, allowing the column to "roll over" during steering wheel movement, causing the roller wheel to ground, in turn causing the horn to blow. good luck with what you find.

i agree with moparx ,atleast thats what my car did, honked when turning, and then later on when not turning.so im going to change that brass ring under the steering wheel this weekend, the horncontact ground connects to it,and it rides on the peg on the turnsignal switch.are the upper bearing in the steering column in good shape?can you wiggle the st-wheel around some?
