Can you run the pump to the accessory terminal at the fuse panel with an inline fuse?

yes and I'd suggest add an on/off switch in the dash between the acc fuse and the tank to give you manual control over it

Are you running the pump on a relay? If it has a significant current draw, use the acc terminal to power the relay and take the main power from a battery source (solenoid, or battery). Kits are available with the relay and circuit breaker and instructions (painless, summit, Aeromotive ect.) or you can piece it together yourself.

I don't have a relay. The pump draws less than 4amps at full load. Is that too much without a relay?

At 4 amps, a relay isn't necessary. It would keep the load off the OE harness which is still a benefit.
