You take that photo and down load it into a computer. Then feed it into a projector and project it on to a wall with a few pieces of poster board. We know that these cars had a 15" wheel so move the projector forward or back so the wheel on the wall is 15" tall...

Then I started to stencil out the lines and I finished it with 1/8 tape to give me that sharp lines I was looking for...
....there is nothing like driving my 1968 Hemi Dart around town and having people looking at you like you're nuts!!

When everything is said and done....this will get you in the ball park. It's not perfect because the original 1/4 panel has curves and your projecting it on a flat wall. I think you can fudge what is needed and get it to where it looks perfect.
What I'm going to do is when I'm ready to cut my wheel wells out, I'm going to project it on the car itself and see how that looks.....it should be real good but we will see.
Remember to add an inch so you have enough metal to roll the fender over.
