Since my car is getting a new trunk floor this Winter season and the fuel tank is out of the car meaning that the engine will not be starting any time soon, should I go under the valve covers and back off the rockers to relieve the pressure on the springs to save their strength?

yes, you should do it every off season.

the off season.... unless you start it every few weeks

the extra benefit is all the valves will be closed sealing up the engine. you never know what may wander in from the hog pen.

I gather spraying some oil in each cylinder through the spark plug holes would be beneficial also right?
