Did anybody have a problem wit the the snout of an eagle crank? My buddy had it ruined on his and was told it was balancer.

A lot of balancers are tight and need to be honed before they are installed.

An often overlooked part of an engine build is balancer fit. With the vast array of aftermarket cranks and balancers, the chances of purchasing parts that are exactly right are slim to none. Most quality balancers are made small, to allow you to properly fit the balancer to your snout. If the balancer is tight and you force it on, you will ruin the crank. If the balancer is loose and you run it, you will ruin the crank. If you buy a new crank, you should buy a new balancer, or new hub for your existing balancer and have it fit properly. At the least, check the clearances and see what you need to do.

I was told the damper should be .001" interferance fit, maybee a little more, is that a good number?

Eagle had a run of SB cranks with undersized snouts a few years ago.

I think it was loose but they ran it anyway it is also on a cheby 383.
He was told the tci rattler ruined the crank because they are crap and the weights try to turn the crank when you shut it down.

That could very well be the issue. Crank mfgs see a lot of problems with Chevy SB cranks breaking at the nose. It is usually due to specific brands of dampers. Mopar cranks are quite a bit stronger on the nose and so they don't have as many issues but the SBC cranks are prone to failure if they don't have a good damper.
