Whats a good belt drive rig for a stock 59* small block that cam timing can be changed with out taking apart the timing cover?

You'll need Water pump spacers to use the Weber drive. I have pics, but they are on my home computer. Meziere makes them (spacers) for Tall deck applications.

Jesel also makes one, but the Weber is cheaper & uses an idler. Everything I've ever built used the Weber, so I'm not overly familiar with the Jesel.

How thick are the spacers, Ive only got around 1/2" rad to water pump motor clearance?

It appears that all the cam timing is done @ the cam gear, so there is no need to pull the balancer to change lower gear setting?
