I had the same problem on a 69 bench. Thought I was going to pull the seat in half but,it finally came out. No release button, just pulls straight up.

I don't think my 70 RR headrests will go flush with the seatback. They only go down so far. To remove them you just jerk them up. Oh, and make sure you are holding your tongue just right and that is not between your teeth. Sometimes when they come out, they really come out. Don't ask me how I know.

Is the seat out of the car? If so put your arm between the headrest post and pull upward with the inside of your forearm against the headrest give it a good hard yank.

I was just working on a set of buckets today, the headrests really aren't designed to move at all, they can't go all the way down, there's a steel bar in the way & they go in then snap into the detents so you really need to want them to come out...
