I assume your cutting from the top side/painted side,
tape off the area... tape it well back and use a
saber saw with a fine tooth blade... take your time
and then finish it with a fine file(draw filing)

I juss dun no When I did my hood,I used a large piece of cardboard from a bodyshop and made a hood template.Cut it up 'till it was right and laid it on the hood and marked it off.Cut with tools of your choice. There is a large selection of hole tools at homo depot

the proper way to do this is put in your carb center studs on both carbs. put some grease on the tip of your studs lower the hood slowly till the hood just touches your carb studs.
then remove your hood and go to home depot and buy the 5" or 6" large hole saw for recessed lighting holes, and put pilot hole in the grease mark and drill out, perfect fit.

Be sure to put some masking tape directly on the ara where the blade is going to contact the metal. Cut from the outside of the hood. This will greatly reduce chipping of the paint.
Afetr your done mix a small (tiny) amount of epoxy primer and with a small brush pain the exposed bare metal so rust won't start creaping iun under your nice paint.
When I did my 64 hood I used a die grinder with a good cutoff wheel - these are a lot more controllable than a saw blade.
