Oh, never mind.
The penguin needs some diabolical weapon of some sort... Maybe a sling shot? Or maybe even a boomerang!!!

A couple of rather glaring technical inaccuracies in that smiting device.

The control box needs more blinking lights and gauges.

Upon further reflection, I recant my previous criticism. At first I was wondering how a gravity-operated (note massive counterweight) catapult could spin and then come to such an abrupt halt. I then reasoned that because of the equipment that the penguin is operating, the device must be electrically operated. Therefore the supposed counterweight pod must actually house a large electrical motor. A chain drive could transfer the rotational energy to a sprocket mounted on the rotational shaft. In order to stop so abruptly, not only must the power be cut to the motor but a mechanical braking mechanism must also be employed. Quite ingenious actually. The catapult arm must be made out of some strong material in order to withstand such a quick change in rotational momentum.
