The hood blackout decal on my 70 Challenger has a couple of light scuffs, actually more like streaks in it and I was wondering, is there any way to remove them as they tend to stand out from the rest of the decal?

Try some windex and a clean cloth. You may have to rub pretty hard to get it out. Carefull, you don't want to put in a bunch of little scuffs trying to take out the big ones!! Then wash with soapy water and dry.
