Those are actually quite common around here. Lots of roads around here with zero street lights . It gets dark , real dark in some places. There are quite a few roads around here where its a 5 to 10 mile stretch ( some stretches are more than that ) and not see ANY other traffic sometimes So a light where you can see WAAAAAY out in front of you comes in handy for the wildlife roaming around in the pitch black
