Does anyone make a stripe stencil for a 1970 Charger so that I can paint my stripe on?

The rear scat pack stripe? Not that I know of, but you could always buy one, use the measurements, and then resell it later.

Yeah, the rear stripe. Thought it would be easier than recreating the decal if a stencil existed out there somewhere.

Call up one of the popular stripe manufactures and ask them. They probably have the capability to make a reverse mask of your stripe.

Making the stripe and weeding it out backwards gives you the stencil. They will likely charge you for the stripe as that is essentially the amount of vinyl your buying. Easier to buy the stripe and pull measurements from it and then sell it get some of your money back.

Other options would be to see if they can plot a line drawing on paper of the stripe instead of cutting it out of vinyl, or go to a car show or junkyard and pull a pattern off another car.

Try Phoenix Graphics, they offer a lot of stencils for people that want to paint stripes/panels/logos/etc instead of decals, if they don't have it in stock they offer to make a stencils upon request....
