There is only a couple of things to check... slowly rotate the crank, if nothing then check to make sure the rocker shaft isnt upside down, if correct the check the cam bearings arent in wrong(hole not lined up). Of course you could have a bad gasket that the holes arent in it for the oil passage

Like was said, you have to turn the motor over while priming if you don't use Cab's cam bearings. If you aren't doing this then you will not likely get any oil to either side. This is Mopar 101, people.
