Why is it 0.070 over with 8 sleeves?? The valley looks brand new.

I do not know anything about the crate engine program other than horror stories. I've seen a few of the Mopar crate engines come into the engine shop and they appear to be have put together by high school shop students. Ring gap wrong, pushrods rubbing, wrong gaskets used, poor quality parts, poor machine work, etc.

GM and Ford both seem to know how to produce crate engines but the Mopar guys didn't quite figure it out.

All i can gather is that the block may have been junk
Cummins sleved it to get it out the door?
They sleeved it 60 - then i bored it 70.
It held up 60 over for 20 years

Whats the problem with running it at .070?

I'd probably(definitely) deck it though.

All I know about them is when a buddy bought a 575hp 505 for a '72 Roadrunner. It had some sort of top end problem and MP sent him a new set of "assembled, ready to bolt on" stage VI heads. The heads came to his house, packed in plastic bags full of metal shavings. puke
The engine went great in front of the 4spd. in that car. I went like 13.00 flat in it at Sonoma one time because Mike couldn't stop blowing the tires off and couldn't get it under 14 something. I got in it, walked it out and got tossed from the track for not wearing a helmet. Keith Richards ended up with it as he was the "original" owner of Mikes car and bought it back from him. I bet MoparRich knows all about it. That's all I remember.

Lots of SB NHRA stocker have 8 sleeves up
Straighten up the bores and have a block that will make some power and live up

I seem to recall they had a lot of core shift in those early castings. Probably the reason for 8 sleeves. I have also asked about sleeving all 8 holes and was told it was not an issue.

Because it's cheaper than a new block and you can buy sleeves now that are very, very good. You can get the old sleeves out, maybe use a slightly bigger OD sleeve and you can get the bore size back to where you want it.

My father (the late Admiral) had a regularly used expression: If it ain't broke, don't fix it.

Apply where appropriate, IMO.
