A friend of mine rebuild a 440 with a 69er RR steel crank. Can he use the federal mogul 2320 CP 10 bearings or are they only for cast cranks?

No difference, basic tri metal is ok for both. Those are fine, he can use them. Clevite P bearings are usually fine too. Usually a change to different bearing material would be because of use, not crank material.

In theory, an iron crank may be a few Rockwell C scale numbers softer and benefit from a softer bearing to more easily embed minute particles, but I don't think it's significant for anything but industrial/commercial use.
