At the dealership show in heath there was a first gen barracuda , white painted like a stocker, it had a speed shop name on it. Beautiful car!
it had small chrome bolt on hub covers on the back wheels. Just small flat CHROME covers over the wheel centers...what are they called and where can i get some? My searches have come up dry

What did they bolt to?
The wheel studs?
It sounds a little like ... Moon Discs.

It sounds like you are describing NASCAR style floating hub axles. This means the cover you describe comes off and the axle is splined on both ends and the hub is splined and has bearings like the front wheels do. Google floating hubs for stock cars and you will probably see what you want.

yes basically bolt on flat center caps for a steel wheel

I know exactly what you're talking about but havent seen them in a while. Try Speedway - they seem to carry some of that old traditional stuff.
I'm thinking old Cal Custom stuff.
